5 Zoning Questions for Advanced Manufacturing Site Selection

Advanced manufacturing projects don't always fit neatly into zoning codes often written for a previous generation of industrial users. Today's advanced manufacturing projects run bigger equipment, store more material outdoors, and draw far more public attention than a standard warehouse or light-assembly plant ever did. More and more, a zoning mismatch is one of the most common reasons a technically strong site gets eliminated early in the site selection process.

When projects don’t neatly fit within the standard industrial zoning, projects face the often arduous process of rezoning or a special-use/conditional-use permit, both of which will likely require a public hearing before an elected or appointed body, with a built-in opportunity for public input.

Nowadays, that hearing is where the real risk shows up. Once a project is on a public agenda, it can be delayed by continuances, tabled pending "further study," or denied outright over concerns that have little to do with the technical merits of the site. Unfortunately, the data center boom has made that scrutiny sharper than it used to be, and it's spilling over into advanced manufacturing too. 1. Outdoor Storage and Laydown Requirements

Does the process require outdoor storage or laydown space for raw materials, gas cylinders, spare process equipment, or finished goods staged for shipment? Advanced manufacturing generates outdoor storage needs that most zoning codes weren't written to accommodate. Many industrial codes cap outdoor storage as a percentage of the site or require it to be screened, fenced and paved, with limits set for a warehouse or distribution user, not a manufacturing operation. If your process depends on outdoor storage of any real volume, that needs to be part of the initial site search to ensure site options meet your project’s storage requirements.

2. Height Limits and Ancillary Structures

Does your equipment exceed standard height limits, or require detached ancillary structures? Advanced manufacturing brings taller and more visible infrastructure than a typical industrial building: exhaust stacks, cooling towers, silos, cranes, and rooftop process equipment. Standard zoning height limits are often set well below what this equipment needs, and detached ancillary structures may not even be a permitted use under the base zoning. If any part of your process breaks the height envelope or sits in a separate structure from the main building, know the specs and consider a plan that builds the variance and special-approval process into your timeline.

3. Noise and Decibel Limits

Do you know your actual decibel output, and how it compares to the local limit? Most zoning codes set hard decibel limits at the property line, often in the 60-75 decibel range, with tighter thresholds at night or near residential zones. The problem isn't usually the limit itself; it's that a lot of companies don't actually know what their equipment produces in real-world operating conditions until it's measured on-site. It’s recommended to get a real decibel figure for your equipment and compare it to the site's zoning ordinance. A general sense of "we're not that loud" might not work in every community. A gap here is one of the most common and most avoidable reasons a project ends up needing a variance.

4. Vibration Thresholds

Does your equipment generate vibration that could extend beyond the property line? Presses, stamping equipment, forging operations, and heavy compressors can transmit vibration well beyond the building footprint, and a growing number of municipalities regulate vibration the same way they regulate noise, with limits measured at the property line. This is easy to overlook because it doesn't show up in a typical zoning summary the way use classification does. If your process involves this kind of equipment, vibration should be checked alongside noise and communicated early in the site search.

5. Odor and Air Quality Provisions

Does your process produce odors that could reach neighboring properties? Solvents, coatings, curing ovens, and various chemical processes can trigger odor or air quality nuisance provisions that exist separately from standard emissions permitting. These provisions are often enforced based on complaints rather than a fixed technical standard, which makes them harder to plan around and easier for a project to get pulled into a public dispute over after the fact. If your process has any odor profile at all, it's worth understanding how the local code (and the neighbors) are likely to respond before construction starts, not after the complaints start coming in.
